E-government construction will be focused on “Two Networks, One Website, Four Databases and Twelve Business Systems”;

“Two Networks”refers to Government Affair Inner Network and Government Affair Outer Network;

“One Website”refers to government portal website;

“Four databases”, namely the construction of four underlying databases of population, legal entity, space geography and natural resources, macro-economy, etc;

Twelve Business Systems” refers to emphatically pushing twelve business systems, for example, office operation resource system. Government departments at all levels are in urgent need of establishing high-security and high-reliability government document transmission system with document management all-in-one and document type-in automation. It has become a necessary trend to replace traditional hand treatment of paper document with the technical means of electric information.
